The evidence comes first

An inspection carries the tests its layer’s frequency plan requires. It cannot go to an approver until every due test has evidence against it — a field sheet read off the page, or a lab result keyed in. The moment the last one lands, it submits itself. There is no override.

Six pits of field dry density by sand replacement, read off the photographed sheet and averaged by the same arithmetic the sheet prints. It came out under the line, so the inspection could not close and 60 m of sub-base went red on the map — and stayed red until the stretch was re-compacted and re-tested.
